The office is known as MULTICULTURAL INDIGENOUS PEOPLES CENTER FOR RESEARCH, EDUCATION, AND DEVELOPMENT (MIPCRED) based on the Res.No. 038, Series of 2018.

The office is created to support the United Nations Development Programme Philippine (Global Goal) which ensures inclusive and equitable quality education and promotes lifelong learning opportunities (4.5.1) that further highlights parity indices for all education indicators. Second, the Zero Extreme Poverty (ZEP) 2030 Philippine Sustainable Development Goals. Central to ZEP2030 is the inclusion of Indigenous Peoples Education; the goal requires a set of intervention that will ensure access to formal and non-formal education, quality and relevance of education and opportunities leading to gainful employment and self-employment and the National Commission on Indigenous Peoples (NCIP), which has given mandates to ensure the rights and welfare of indigenous communities, embedded to this is the protection of the culture of indigenous communities which includes supporting access to education.

History

This creation was made possible through President FRANCISCO GIL N. GARCIA, RPAE,SUC Pres IV. It was 2018 when the Board of Regents approved the proposed establishment of USM Multi-Cultural Indigenous People’s Center for Research, Education and Development (Res.No. 038, Series of 2018).  On the following year, the head of the office was appointed though notable services were given to the office by the USM IP Tome faculty researchers on the on-set of its establishment. Prior to this, there was a program that caters IP education concerns during the time for the former dean of the College of Education, Dr. Antonio A. Tarcadon. There were 13 IP students who were recipients of the program but when the program ended, no other programs were created except the IP Band named Yo’ Bawe’s e’ Dahing (The Sound of Music) with which Amme Rose L. Blonto, a new entrant to the university in 2009, a faculty from a Tboli tribal group. She lead the band primarily until two male teachers from Teduray cultural group, Magno M. Gonzales, Jr. (Percussion instrument player) and Michael Andres (The Artist), helped her lead the band which lasted for 5 years. The band stopped since their trainers sought for higher educational pursuit. Alongside, there were a number of researches conducted but there are no concrete programs to ensure and cater IP concerns. These research outputs are potential for instructional material development that supposedly would be utilized by the nearby IP communities, yet they remain dormant.

With the collaborship of the Saliling Couples, Engr. Willie Jones B. Saliling and Yvonne V. Saliling, the College of Education IPEd team, RADJI MACATABON, DYANE RHEA B. BANA-AY, MA. LEZEL P. PATARAY, JOHN P. BAYLON and PAUL JOHN B. ONGCOY, USM-KCC IP representative, MAGNO M. GONZALES, JR., and the Young IP Professionals and advocates, the office as a center for education, research and development, it has set its mark as a pioneering Indigenous Peoples Center in the University of Southern Mindanao. Moreover, the office is initially establishing connections with some faculty from the College of Arts and Social Sciences Department of Social Sciences & Political Sciences, the two language departments (English and Filipino), Institute of Sports Physical Education and Recreation. And soon it is looking to make connections to other colleges and other entities.

The office caters IPs described primarily in National Commission on Indigenous Peoples Administrative Order No. 1 (Series of 1998), Section 1, Rule II. Definition of Terms,(l), that quotes “Indigenous Cultural Communities/ Indigenous Peoples (ICCs/IPs).

Refer to a group of people or homogenous societies identified by self-ascription and ascription by others, who have continuously lived as organized community on communally bounded and defined territory, and who have, under claims of ownership since time immemorial, occupied, possessed and utilized such territories, sharing common bonds of language, customs, traditions and other distinctive cultural traits, or who have, through resistance to political, social and cultural inroads of colonization, non-indigenous religions and cultures, became historically differentiated from the majority of Filipinos. ICCs/IPs shall, likewise include peoples who are regarded as indigenous on account of their descent from the populations which inhabited the country, at the time of conquest or colonization or at the time of inroads of non-indigenous religions and cultures or the establishment of present state boundaries who retain some or all of their own social, economic, cultural and political institutions, but who may have been displaced from their traditional domains or who may have resettled outside their ancestral domains.”
