
SOXAARRDEC Holds 2nd Quarter Executive Board Meeting at PhilRice-Midsayap

Continuing its commitment to expanding access to higher education across the Province of Cotabato, the University of Southern Mindanao (USM) PALMA Cluster conducted its 4th Commencement Exercises on June 26, 2026, at the Libungan Municipal Gymnasium, in Libungan, Cotabato.
A total of 284 graduates were recognized during the ceremony, including 54 graduates from Aleosan and 230 graduates from Libungan. Of the total, 27 graduated with Latin honors, while two graduates from the associate degree programs earned With Honors distinction. The University also presented special recognitions to graduates who demonstrated excellence in academics, leadership, and student involvement.
Representing the graduating class, Lee Mark C. Javier, Class Valedictorian from the Bachelor of Elementary Education (BEED) program, delivered the Word of Thanks. He expressed his gratitude to the government for making higher education more accessible, as well as to his parents, mentors, classmates, and friends for their constant support and encouragement throughout his studies.
Meanwhile, serving as Guest of Honor and Commencement Speaker, Dr. Neyrma M. Neyra-Cabatac encouraged the graduates to remain hopeful despite life’s challenges. She reminded them that while the road ahead may not always be easy, perseverance and determination would lead them to better opportunities and meaningful accomplishments.
The commencement exercises were attended by Congressman Edwin L. Cruzado, Vice Governor Rochella Marie “Ella” Taliño Taray, University officials, faculty members, parents, families, and other guests.
USM PALMA is composed of the University’s external classes in Alamada, Aleosan, and Libungan, offering undergraduate and associate degree programs to students from different municipalities in the Province of Cotabato.
