Seventy-four security guards successfully completed the Enhancement and Refresher Training Program on May 13, 2025, at the Skyroom, Administration Building, University of Southern Mindanao (USM) , Kabacan, Cotabato.

The training, organized by Black Eagle Security Training Academy (BESTACO) in partnership with the Regional Civil Security Unit XII (RCSU XII), drew participants from different institutions, including COSEDA, the Provincial Government, Aposai Industry, Davao Superior, Bagumbayan, and USM. This initiative was part of nationwide compliance with Republic Act 11917, which mandates formal training and retraining for the licensing and renewal of private security personnel to ensure high professional standards.

The program officially began on May 1, 2025, and was made possible through a Memorandum of Agreement (MOA) between BESTACO and USM. USM President Dr. Jonald L. Pimentel signed the MOA and allowed the use of university facilities to support the training.

During the ceremony, PCOL Narciso O. Bayugo, Chief of RCSU XII and Guest of Honor, emphasized the critical role that private security professionals play in ensuring public safety.

Private security professional is one of the professions that is required by the government. I believe that when you finish your practice, we can say that you are ready to perform your duties as security guards. Ready means you have the knowledge and ability to perform your duties,” he said.

Dr. Pimentel also addressed the graduates, commending their dedication and commitment to professional growth.
