Dr. Edward A. Barlaan, a Professor Emeritus of the University of Southern Mindanao, is one of the 2022 national recipients of Pagasa award by the Civil Service Commission.

The Pagasa award is part of CSC’s advocacy of promoting excellence and an annual undertaking of recognizing and rewarding civil servants for their outstanding performance, contribution, and achievements, and/or consistent manifestation of exemplary ethical behavior in public service. It is conferred to an individual or group of individuals for outstanding contributions resulting from an idea or performance that directly benefits more than one government department.

The awardees will receive a gold-gilded medallion, a plaque with a citation, and a cash prize of P200,000.00 per individual and P100,000.00 per member in a group in a ceremony in Malacañang.

In this year’s Pagasa award individual category, Dr. Barlaan underwent a rigorous screening process and evaluation. He first competed at the regional level and was endorsed to compete at the national level.

CSC has recognized the exemplary efforts and outstanding outputs of Dr. Barlaan with multi-functional roles as an academician, administrator, researcher, scientist, and extension worker rolled into one. Besides being a professor in undergraduate and graduate courses, he also served as Vice-President for Research, Development, and Extension (RDE) from June 2020 to April 2022 providing improvements in RDE systems in the university. He generated and led various externally funded RDE programs and projects that produced products and technologies for utility in different agricultural sectors.

As a scientist, Dr. Barlaan developed molecular markers for the identification of genuine varieties of cacao, coconut, and palm species. He also invented molecular probes for the detection of major pathogens of bananas using advanced molecular technologies. His inventions are currently used by the cacao and banana stakeholders and industries. As an extension worker, Dr. Barlaan directly engaged with the cacao and banana farmers and growers in the field to mentor and share developed products and technologies.

Dr. Barlaan thanked the CSC for recognizing his efforts and achievements for the benefit of Filipinos and the Philippines.
