USM Equips Employees on Incident Command System
October 23, 2026
The SOCCSKSARGEN Agriculture, Aquatic, and Natural Resources Research and Development Consortium (SOXAARRDEC) in collaboration with the University of Southern Mindanao (USM)-Publication and Printing Unit (PPU) gathered researchers, faculty, and staff of the University of Southern Mindanao (USM)-PALMA Cluster Campuses on October 23, 2026, at the Administration Office of the USM-PALMA Cluster Campuses in Libungan, Cotabato, for Project PEN 2.0, a one-day training on Research Proposal Writing and Research Publication.
Project PEN aims to equip participants with practical skills in crafting grant-worthy research proposals and moving their work from draft to publication.

Dr. Gideon S. Sumayo, Campus Head of USM PALMA, delivered the welcome message. Dr. Julius Jerome G. Ele, Director of SOXAARRDEC, then presented the rationale of the activity and introduced the resource persons.

The technical sessions followed as Dr. Romiel John P. Basan, Head of USM-SERDAC, opened the sessions with strategies for developing proposals that stand out to funding agencies. Afterwhich, Dr. Tamie C. Solpot, Dean of the College of Agriculture, guided participants through shaping a manuscript from early draft to a publishable paper. Dr. Jan Clyden B. Tenorio, Head of PPU, represented by Ms. Hannah Queen Pasco, PPU staff, presented the services available to USM researchers, including journal support, the intent-to-publish process, publication incentives, and indexing checks.
Certificates were then awarded to the resource persons, participants, and collaborating offices in grateful recognition of their contribution to the success of the event. Mr. Leif Cullin Matandog, Research Coordinator of USM PALMA, concluded the activity with a closing remarks.
By bringing together researchers, administrators, and the university’s publication unit in a single program, Project PEN 2.0 reflects a coordinated push to help researchers in the USM-PALMA cluster move confidently from ideas to funded studies and published work.
