To bring government services closer to the public in line with Ease of Doing Business Month (EODB), the University of Southern Mindanao (USM) and Professional Regulation Commission (PRC) Region XII collaborated for a Mobile Service on May 24, 2025, at the University Commercial Building, Kabacan, Cotabato.

Services catered were Application for Licensure Examinations, Initial Registration of new passers, Renewal of Professional Identification Card (PIC), Duplication of PIC, Certification of Passing/ Good Standing/ Rating, and Authentication of PRC-issued Documents. 

According to Dr. Marzokie Mocsir, the Chief for Licensure and Registration Division of PRC XII, there were 135 transactions accommodated during the activity, mostly for the renewal of PIC. 

“It is actually a mandate of the commission to bring the services near to its clients… to serve the professionals in the far-flung areas, and help avoid expenses like transportation, and sometimes accommodation,” Dr. Mocsir remarked. 

Dr. Mocsir highlighted that the initiative was through the strong collaboration between USM and PRC XII led by Dr. Jonald L. Pimentel and Rotelo B. Cabugsa, respectively. 

In an interview, Michael Patrick Gementiza, an applicant for Licensure Exam from Banisilan, Cotabato, expressed his thanks for USM and PRC XII as the mobile service made it accessible for him who lives far from regional offices.

Additionally, Leonie P. Sebigan, an employee from USM Library who processed the renewal of her PIC, shared that her overall experience was smooth and very convenient. She expressed hope that the service will continue in the future. 

 “The process was well-organized, and I appreciate the effort to bring the services in the university. I saved time and travel expenses,” she spoke. 

This was the second time PRC Region XII conducted a mobile service at USM, and the agency expressed its intention to hold the same activities in the future to assist board exam applicants and professionals within and around the university.
