Personnel from the University of Southern Mindanao (USM) Office of the Board Secretary (OBS) took part in the National Conference and General Assembly of the National Association of State Universities and Colleges Secretaries, Inc. (NASUCS, Inc.) on November 19–21, 2025 at Lohas Hotel and Resort, Clark, Pampanga.

The assembly brought participants together to collaborate, share insights, and learn best practices that strengthen their skills as partners in managing state universities and colleges. It featured speakers from the Office of the Solicitor General and Commission on Audit, who shared insights on legal- and finance-related matters. Selected board secretaries also shared best practices that have been tried and tested. Updates on the status of the Association were also discussed during the general assembly.

During the Monday convocation program on November 24, Ms. Jennifer E. Sinco, the Board Secretary, expressed her appreciation to the University President for allowing the OBS personnel to attend the national conference. 

It was the first time our office participated in a national job-related gathering, together with about 150 personnel from Offices of University and Board Secretaries across the country. It was a valuable opportunity to meet and connect with people who understand the work we do,” the board secretary remarked. 

She pointed out that the OBS plays a much larger role than simply organizing meetings and maintaining records. She shared that the Office of the Solicitor General emphasized that OBS personnel are primarily confidential employees who serve at the trust and discretion of the Board of Regents. 

She added, “We acknowledge that in our line of work, the day does not always end at 5 p.m.—and that for us, work-life balance is actually work-work-work-work-life balance and that it is part of what we swore to uphold when we took our oath. And that is alright, because as one speaker saidmas madaling mahalin ang mas masipag,” She ended.

Ms. Sinco attended the assembly together with OBS staff Clint U. Lopez and Jamella C. Mangiging.

With the theme, “Guardians of Governance: Future-proofing the Board Secretaries,” the conference was conducted in partnership with the Technological University of the Philippines (TUP).
