
USM Delegates Draw Inspiration from Singapore’s Innovation Ecosystem

The University of Southern Mindanao (USM) took part in the public consultation on the draft Implementing Rules and Regulations (IRR) of Republic Act No. 12234 or the Konektadong Pinoy Act organized by the Department of Information and Communications Technology (DICT) on September 30, 2025, at Acacia Hotel, Davao City.
Prof. Eugene Ranjo, Director of the USM Information, Technology, and Communication Office (UICTO), represented USM during the activity.
The consultation aimed to solicit comments and recommendations on the draft IRR of the Konektadong Pinoy Act. It gathered representatives from government agencies, private organizations, and higher education institutions across Mindanao.
The law, which lapsed into effect on August 24, 2025, seeks to ensure affordable, reliable, and accessible data transmission and internet connectivity services in all parts of the country.
DICT officials presented the major provisions of the proposed IRR, including rules on regulation and registration, spectrum management, access and infrastructure sharing, cybersecurity, and user rights. Engr. George P. Tardio and Engr. Michael Stephen T. Gorospe led the discussions, while Director Maria Victoria C. Castro provided an overview of the consultation process.

The event also featured an open forum where participants were encouraged to share insights on improving the implementation framework of the Act. DICT Secretary Henry R. Aguda, in his message, underscored the importance of collaboration among government, industry, and academic institutions in improving national connectivity.
Prof. Ranjo said USM’s participation shows the University’s continuing support for digital development initiatives that promote better information access and communication services, especially in higher education and research.
The Konektadong Pinoy Act is expected to strengthen the country’s data infrastructure through open access, infrastructure sharing, and performance standards that aim to provide every Filipino with better connectivity and online opportunities.
