As part of its continuing efforts to strengthen fiscal management, project monitoring, and resource optimization, the University of Southern Mindanao (USM) conducted its Technical Budget Hearing and Onsite Validation of General Appropriations Act (GAA)-Funded Projects on April 25, 2025, at the University Skyroom, Administration Building, USM, Kabacan, Cotabato.

The activity gathered university officials, unit heads, project implementers, and representatives from Department of Budget and Management (DBM) Region XII to wit, Ms. Pamela Bueno, Acting Chief Budget and Management Specialist, and Atty. Mary Methyl Joy B. Gabiazon, Senior Budget and Management Specialist, to assess budget proposals, review the implementation of ongoing government-funded projects, and ensure alignment with institutional priorities and national development objectives.

In his message, USM President Dr. Jonald Pimentel emphasized the strategic role of careful financial planning and execution in advancing USM’s mission and programs. Additionally, Dr. Jay-R Vildac, the new Financial Management Services Office (FMSO) Director, provided an overview of the objectives and methodology of the hearing and validation activities.

During the budget hearing, unit and project heads presented their proposed budget allocations under GAA, like justifications, anticipated outputs, and alignment with the university’s development agenda. The presentations were followed by technical discussions, clarifications, and deliberations on funding priorities, adjustments, and compliance requirements.

Moreover, participants raised follow-up actions on implementation concerns, such as project timelines, physical accomplishments, budget utilization, and issues requiring immediate intervention.

The onsite validation activities held in the afternoon involved field inspections of selected project sites to verify physical progress against reported outputs, assess compliance with approved project plans, and identify areas needing corrective measures.
