The University of Southern Mindanao (USM) joined regional line agencies, local government units (LGUs), and State Universities and Colleges (SUCs) in the formal launch and signing of the Memorandum of Understanding (MOU) for the SOCCSKSARGEN Regional Geographic Information Network (RGIN12) on September 14, 2026 in Koronadal City.
The partnership provides a framework for the sharing and management of geospatial data among participating institutions in Region XII. It also includes the development of an online geoportal that will serve as a central repository for maps and other spatial information.
As one of the academic partners, USM will contribute spatial data, follow unified data standards, and participate in technical capacity-building activities related to geospatial information management.
RGIN12 was established through Regional Development Council (RDC) Resolution No. 142, Series of 2021, while its MOU framework was approved through RDC Resolution No. 129, Series of 2025.
The network aims to make geographic information more accessible to participating institutions for development planning and policymaking, scientific and academic research, investment programming and budgeting, and project evaluation, implementation, and monitoring.
Engr. Sammy P. Malawan, Regional Director of the Department of Science and Technology (DOST) XII, provided funding and technical assistance for the development of the network. In his message, Malawan highlighted the importance of having timely and accurate geographic information to support decision-making, particularly in disaster risk reduction, agricultural planning, and infrastructure development.
The RG12 framework is overseen by the RG12 Management Committee, chaired by OIC Regional Director Romel Patrick E. Tanghal of the Department of Economy, Planning, and Development (DepDev) 12.
Representing USM President Dr. Jonald L. Pimentel during the MOU signing was Dr. Renel M. Alucilja, Director of the USM Planning and Development Office.
