The University of Southern Mindanao (USM) and the Department of Agriculture- Regional Field Office XII (DA-RFO XII) signed a Memorandum of Agreement (MOA) on December 26, 2025 at the Office of the President, USM, Kabacan, Cotabato.
The agreement seeks to engage USM in assisting the formulation, validation, and implementation of key regional plans, including the Regional Agricultural and Fisheries Mechanization Plan, Regional Small-Scale Irrigation Plan, and Regional Farm-to-Market Road Network Plan for Region XII. These plans are anchored on Republic Act No. 10601 (AFMech Law), Republic Act No. 8435 (AFMA), and related Joint Administrative Orders and Presidential Directives that promote the modernization of agriculture and fisheries through appropriate mechanization, improved infrastructure, and increased productivity.
Serving as a guide for the DA-RFO XII and other implementing agencies, the plans provide a structured framework for prioritizing, funding, and implementing programs that enhance access to agricultural services, strengthen agri-fishery value chains, and improve local government performance. Through the agreement, both parties commit to collaborate by sharing expertise, data, and technical resources to support the effective development and implementation of agriculture and fisheries initiatives that will benefit communities across Region XII.
Dr. Jocelyn F. Torres, the Chief Regional Agricultural Engineering Division (RAED) and Engr. Nolito Garcia, represented DA-RFO XII. Dr. Jonald L. Pimentel, the USM President, along with the faculty members from the College of Engineering and Information technology.
