Kabacan, Cotabato — The University of Southern Mindanao (USM), through its Extension Services Office and College of Trades and Industries (CTI), has partnered with the Bureau of Jail Management and Penology (BJMP) Kabacan Unit to launch a skills training project for 98 Persons Deprived of Liberty (PDLs).

An inception meeting was held on June 20, 2025, at the Kabacan District Jail to identify technical and livelihood training programs aimed at supporting the rehabilitation and reintegration of PDLs. The discussion was led by project leader Prof. Joel V. Misanes, with CTI faculty members Prof. Julbasar M. Sajiran and Prof. Marjorie Catuguran, and BJMP representatives JINSP Walter H. Serbito and JO1 Lorna Mae L. Agustin.

BJMP Representative Serbito emphasized the need for practical interventions that will equip PDLs with marketable skills for post-release self-sufficiency. Both parties affirmed their commitment to the project, agreeing to finalize training modules and schedules in the coming weeks.

On July 1, the USMESO team alongside BJMP Kabacan Unit paid a courtesy visit to the Office of the Municipal Mayor of Kabacan to request support for training equipment and facility use. Representing Mayor Gelyn P. Guzman, Municipal Administrator Ben Guzman expressed full support.

“Open kaayo ang opisina sa atong Mayor para sa mga supporta para sa PDL, labi na nga kani nga project gikan sa USM,” Guzman said.

The partnership is set to roll out initial project activities soon, with a final collaboration framework currently in progress.
