To professionalize the security industry and comply with new licensing requirements under Republic Act 11917, the University of Southern Mindanao (USM) in partnership with Black Eagle Security Training Academy, is recently hosting a series of security training programs beginning May 1, 2025. 

The program lineup includes pre-licensing training for new applicants, which will run for 15 days; enhancement training for 3 days and refresher training for 6 days, both required for license renewal; and a four-day security management course for those aiming to manage or operate security agencies. 

According to Fernando Cartagena, Training Director of Black Eagle, these trainings are mandatory under the new law. 

There are no restrictions. Anyone planning to work as a security guard is welcome to join. Our goal is to professionalize the security industry and uplift its standards through proper training,” he said. 

To meet the required minimum of 60 participants per class, applicants from outside USM—including guards from COSEDA, the provincial government, Aposai Industry, Davao Superior, and Bagumbayan were also accommodated. 

The initiative is supported by a Memorandum of Agreement (MOA) signed by USM President Dr. Jonald Pimentel, granting permission to hold the training programs within the university campus.
