The University of Southern Mindanao (USM) participated in a national knowledge exchange forum on the localization of the Philippines’ National Adaptation Plan (NAP) 2023–2050, held on December 9, 2025, at the GT-Toyota Asian Center Auditorium, University of the Philippines Diliman, Quezon City.

The forum was organized by the Climate Change Commission (CCC), and the Department of Environment and Natural Resources (DENR) as part of the 18th Global Warming and Climate Change Consciousness Week, pursuant to Presidential Proclamation No. 167, s. 2008. With the theme “From Knowledge to Action: Championing the Role of the State Universities and Colleges for Accelerated Climate Action,” the event aimed to involve State Universities and Colleges (SUCs) as partners of Local Government Units (LGUs) in turning national climate adaptation policies into practical actions at the local level.

Dr. Jonald L. Pimentel, USM President, and Engr. Renel M. Alucilja, Planning and Development Office Director, joined other SUC leaders and national officials in discussions on implementing national climate priorities in local communities.

The forum presented the urgent challenges the country faces, noting that the Philippines is among the most disaster-prone nations in the world. This year alone, 23 typhoons affected the country, resulting in loss of life and major damage to infrastructure and livelihoods. Officials also noted that without effective adaptation, climate change could reduce the country’s economy significantly in the coming years.

Senator Loren Legarda, one of the forum’s speakers, stressed the role of universities in helping communities understand and prepare for climate risks. She emphasized engaging women and youth, and making climate information clear and actionable at the local level.

SUCs were asked to include climate topics across academic programs, create regional Climate Innovation Hubs, make campuses sustainable and net-zero, and provide data and research support to LGUs.

The forum is expected to produce a Call to Action for SUCs, commitments to assist LGUs, and the creation of a coordination platform to integrate the NAP into Local Climate Change Action Plans.

USM’s participation demonstrates the university’s commitment to advancing climate research, education, and community resilience in Mindanao and surrounding regions.
